PHOENIX — The Phoenix community is mourning the tragic loss of 21-year-old Latwan Xavier Dossie, who was found dead Saturday morning near 23rd Avenue and Baseline Road.
Police say officers were called to the scene just after 9 a.m., where they discovered Dossie unconscious in the roadway. Fire crews arrived and pronounced him dead at the scene.
