It is with deep sorrow and heavy hearts that we announce the passing of Patrol Officer Richard Phillips, who tragically lost his life in a motorcycle accident on October 30, 2025.

Officer Phillips proudly served the Porum Police Department in Oklahoma with courage, dedication, and integrity. Before joining the force, he served his country honorably as a United States Marine, continuing a lifelong mission of service, protection, and sacrifice. His commitment to others — both in uniform and in his personal life — defined the man he was.

Those who knew Officer Phillips describe him as kind, humble, and selfless — the kind of man who always showed up when someone needed help. He was respected by his peers, loved by his community, and cherished by his family. His warm smile, his steady presence, and his unwavering strength touched countless lives.

Beyond the badge, Richard was a devoted father of two young children, who were his greatest pride and joy. He loved them deeply, and his legacy will live on through them — in their laughter, their courage, and the lessons he taught through love and example.

The Porum community and his brothers and sisters in blue are mourning this tremendous loss. His passing leaves a void that cannot be filled, but his memory will forever be a guiding light for those who continue to serve.

As we honor his life and sacrifice, we hold close the words that define his spirit — duty, honor, and love. May we remember him not for how he died, but for how he lived: with bravery, compassion, and an unwavering heart.

Rest easy, Patrol Officer Richard Phillips. Your watch has ended, but your service, sacrifice, and spirit will never be forgotten.
